Le Cheikh Abdallah Ben Baya enseigne \u00e0 l\u2019universit\u00e9 du Roi Abdel Aziz \u00e0 Djeddah. Il fut Vice-pr\u00e9sident de l\u2019Union internationale des savants musulmans. Avant cela, il a travaill\u00e9 comme juge \u00e0 la Cour supr\u00eame de la R\u00e9publique Islamique de Mauritanie et a \u00e9t\u00e9 en charge des affaires sur la Charia au Minist\u00e8re de la Justice. Il est actuellement Pr\u00e9sident du Forum pour la promotion de la paix dans les soci\u00e9t\u00e9s musulmanes. Dans sa Fatwa, le Cheikh Abdallah Ben Baya d\u00e9clare que le HCR assumera le r\u00f4le d\u2019agent aupr\u00e8s des personnes s\u2019acquittant de la Zak\u00e2t, \u00e0 condition que les donateurs soient convaincus que l\u2019agent ira aux b\u00e9n\u00e9ficiaires l\u00e9gitimes.<\/p>\n
